Mr Colin Pakshong is an independent actuarial consultant. He also lectures at the Nanyang Business School at NTU and is a member of the MAS Appeal Advisory Panel.

He graduated from the University of Cape Town and started his career with Old Mutual in South Africa, before moving to Hong Kong where he worked as an actuarial consultant for clients including multinational companies and government institutions.

Mr Pakshong came to Singapore in 1992 and ran the Asian operations of two major international life reinsurers, with a wide range of responsibilities including business development, client relationships and pricing. He then joined Tokio Marine and helped establish Tokio Marine Retakaful in 2004. This was the world's first retakaful company focused on the family takaful business, with clients in North Africa, the Middle East and South-East Asia.

In 2007 Mr Pakshong became CEO of TM Asia Life Singapore, part of the Tokio Marine Group, where in addition to his CEO duties he was the Principal Officer, with a statutory responsibility for the professional conduct of the company's business and compliance with insurance laws and regulations.

Mr Pakshong is also a Fellow of the Institute and Faculty of Actuaries, a past president of the Actuarial Association of Hong Kong and a past Council member of the Singapore Actuarial Society.

He has been a guest lecturer at the Monetary Authority of Singapore (MAS) on several occasions since 2000, most recently conducting the Insurance Module of Financial Industry Foundation Programme. He has also served on various MAS Working Parties and the Insurance Industry Sub-Committee of the Committee on Singapore Competitiveness.
