Wee Seng heads up the Project Finance (PF) business for DBS globally and has recently taken on the additional responsibility of overseeing the Energy, Chemical, Infrastructure and Healthcare industries' (ECI) coverage for the bank's Institutional Banking Group. Since 2016, he has also been Country Head for Vietnam given the development of the Indo-China market especially in infrastructure. He set up the PF business for the bank in 2010 and has since led the team to be an established and leading Project Finance bank in Asia-Pacific. The DBS was awarded PFI's Asia-Pacific Bank of the Year Award in 2016 and IJ Global's Asia-Pacific MLA of Year 2017 and since inception in 2010,  has consistently been listed as one of the Top 10 PF Advisors in the Asia-Pacific by PFI . 

Wee Seng is also a founding member of Clifford Capital, a specialist finance company set up to address gaps in the project and structured asset-backed finance markets. He has been deeply involved in project financing in Asia, covering projects in Indonesia, Malaysia, Vietnam, Australia, Singapore, India, China and South Korea.  Sector experience includes power (both merchant and IPP/Captive models), PPPs and oil and gas (including LNG).

Wee Seng graduated from the Nanyang Technological University (Singapore) with a Bachelor in Business Studies (2nd Upper Class Honours), majoring in Banking and Finance.​
