Biography

Cheok Kai is a Managing Director with OCBC's Group Operations and Technology division, overseeing the development of payment technology solutions. He joined the bank in 2010. He is an industry veteran with strong domain knowledge in multiple areas of operations covering payments, self-service banking, process re-engineering and outsourcing management. Cheok Kai is a strong advocate of digital transformation in banking operations to deliver better customer service and increase productivity.

Cheok Kai is an active participant in multiple industry-wide committees and initiatives on payments. He drafted the PayNow Dispute Resolution Framework that defines the industry standards and recommended recourse steps for PayNow disputes related to system issues.

Cheok Kai has also been closely involved in the initiative to reduce the use of cheques in Singapore. He was part of the Payments Council workstream that initiated the public consultation to stop usage of cheques. The consultation led to the industry roadmap for the elimination of corporate cheques by 2026. Cheok Kai has continued this work, first as the Business and Operations lead, and now as the chair for The Association of Banks in Singapore Sunsetting Cheques Workgroup. Under his leadership, the industry launched two new Electronic Deferred Payment solutions, EDP and EDP+, in July 2025.

These two solutions are the latest addition to Singapore's suite of e-payment solutions to support cheque users in the transition to e-payments.
