Biography

Jeffery is accountable for Financial Crime Compliance for the DBS Group, which includes anti-money laundering, sanctions, fraud and scams, and investigations into whistleblowing and mis-selling allegations.  Before taking on this appointment, Jeffery was the Regional Head of Legal & Compliance for Technology & Operations and all support units, and led DBS’ legal and compliance approach to data and group intellectual property strategy.   In this role, Jeffery also provided legal and compliance advice to the Bank’s new business initiatives including Partior, Climate Impact Exchange and DBS Digital Exchange.  Prior to DBS, he was Managing Director and Regional Head of Legal & Compliance, ASEAN, at Standard Chartered Bank.  Earlier in his career, Jeffery headed various local and regional compliance portfolios at JPMorgan Chase Bank, N.A., and was with the Banking Supervisory Department at the Monetary Authority of Singapore.

Jeffery participates actively in ACIP working groups, was Singapore's banking sector delegate to FATF Private Sector Collaboration Forum speaking on public-private sector partnership on AML and scams, and co-chaired the ABS Standing Committee for Fraud from March 2023 to March 2025. Jeffery also contributes to the continuing education of the financial industry, having presented an IBF/WMI Masterclass on Harnessing AI/ML Model & Generative AI in Financial Crime Risk Management and served as a guest lecturer to NTU MSc Fintech students.  His other contributions to the industry included participation in MAS’s Project Veritas, as well as IMDA’s Model AI Governance Framework, Implementation and Self-Assessment Guide for Organisation presented at the World Economic Forum at Davos, Switzerland in Jan 2020.

Jeffery graduated with a Bachelor of Accountancy (First Class Honours) degree from the Nanyang Technological University, Singapore, and held CFA, CPA and FRM designations.
