Biography

Richard Sykes is Standard Chartered Bank’s Cluster Treasurer and Head of Treasury Markets for ASEAN and South Asia. In this capacity, Richard provides day-to-day leadership to SCB’s Treasury team, managing capital and liquidity resources, optimising the firm’s balance sheet and investment portfolio, while ensuring compliance with internal risk and regulatory requirements.

Richard has 25 years of financial industry experience, having held senior roles across Europe, The Middle East and Asia within wholesale banking businesses, financial markets, liquidity and balance sheet management and country management.

Richard is proud to be an active participant in the Singapore Financial Market, regularly contributing to both local and international industry events where he is a regular conference speaker. In his current capacity, Richard led the creation and launch of SCBSL’s covered bond programme in 2024, helping to bring international investors into the Singapore financial market and supporting the work of the Singapore ABS community.

Richard holds a Master’s degree in Engineering and Management from the University of Leeds and is AMCT qualified. Richard is an active member of SCB’s international community groups and contributor to D&I counsel activities.
